Jinping and other senior officials of the Chinese Communist Party complicit in the perpetration of genocide
and other crimes against humanity against Uyghurs and
other ethnic minorities in the Xinjiang Uyghur Autonomous Region.
1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled,
3 SECTION 1. SHORT TITLE.
4 This Act may be cited as the ‘‘Sanction Xi Jinping
5 for Xinjiang Atrocities Act’’.

1 SEC. 2. FINDINGS.
2 Congress finds the following:
3 (1) The 20th National Congress of the Chinese
4 Communist Party opened on October 16, 2022,
5 bringing with it further consolidation of power by
6 General Secretary Xi Jinping, who appears deter7 mined to tighten control over those individuals
8 deemed to be enemies of the Chinese Communist
9 Party, including Uyghurs and other ethnic minori10 ties in the Xinjiang Uyghur Autonomous Region.
11 (2) The Secretary of State has found that
12 treatment by authorities of the People’s Republic of
13 China of Uyghurs and other ethnic minorities in the
14 Xinjiang Uyghur Autonomous Region constitutes
15 genocide and other crimes against humanity.
16 (3) On August 31, 2022, the Office of the
17 United Nations High Commissioner for Human
18 Rights released an assessment that found that—
19 (A) ‘‘serious human rights violations have
20 been committed’’ by authorities of the People’s
21 Republic of China against Uyghurs and other
22 ethnic minorities in the Xinjiang Uyghur Au23 tonomous Region; and
24 (B) such violations may ‘‘constitute inter25 national crimes, in particular crimes against
26 humanity’’.

1 (4) The Xinjiang Police Files published in May
2 2022 offered unprecedented insight into the human
3 rights violations perpetrated by authorities of the
4 People’s Republic of China against Uyghurs and
5 other ethnic minorities in the Xinjiang Uyghur Au6 tonomous Region, including—
7 (A) imprisonment of the elderly, young
8 mothers, and other adults considered to be a
9 threat by the Chinese Communist Party, includ10 ing individuals alleged to have engaged in for11 bidden religious activities;
12 (B) imprisonment of children as young as
13 14, some of whom were apparently instructed to
14 smile for detention photos;
15 (C) use of armed strike groups and other
16 personnel armed with clubs, batons, bayonets,
17 machine guns, assault rifles, sniper rifles, and
18 other military-grade weapons to intimidate and
19 control detainees;
20 (D) directives for police forces to ‘‘shoot
21 dead’’ detainees who fail to heed orders, includ22 ing to prevent individuals from escaping alive;
23 and
24 (E) restrictions on medical care afforded to
25 detainees.

1 (5) The Xinjiang Police Files provide further
2 evidence, including speeches by Minister of Public
3 Security Zhao Kezhi and then-Xinjiang Party Sec4 retary Chen Quanguo, that General Secretary Xi
5 Jinping directed and oversaw persecution of
6 Uyghurs and other ethnic minorities in the Xinjiang
7 Uyghur Autonomous Region, including by—
8 (A) directing Chen to travel to Xinjiang
9 and ‘‘make a stable Xinjiang arise’’;
10 (B) issuing ‘‘important instructions on
11 governing Xinjiang according to the law, uni12 fying and stabilizing Xinjiang, and building
13 Xinjiang over the long term’’; and
14 (C) ordering Xinjiang authorities to—
15 (i) ‘‘conduct de-extremification work’’,
16 including ‘‘transformation through edu17 cation’’; and
18 (ii) ‘‘implement practical measures
19 such as expanding the number of employed
20 [staff in detention facilities], enlarging the
21 capacity [of those facilities], and increasing
22 investment [in those facilities] within the
23 set time frame’’.
24 SEC. 3. SENSE OF CONGRESS.
25 It is the sense of Congress that—

1 (1) General Secretary Xi Jinping is complicit in
2 the genocide and other crimes against humanity per3 petrated against Uyghurs and other ethnic minori4 ties in the Xinjiang Uyghur Autonomous Region;
5 and
6 (2) General Secretary Xi Jinping and other
7 senior Chinese Communist Party officials should be
8 held accountable for such genocide and crimes
9 against humanity, including through the imposition
10 of sanctions.
11 SEC. 4. IMPOSITION OF SANCTIONS WITH RESPECT TO SEN12 IOR CHINESE COMMUNIST PARTY OFFICIALS
13 COMPLICIT IN XINJIANG HUMAN RIGHTS VIO14 LATIONS.
15 (a) IDENTIFICATION OF SENIOR CHINESE COM16 MUNIST PARTY OFFICIALS COMPLICIT IN XINJIANG
17 HUMAN RIGHTS VIOLATIONS.—Not later than 90 days
18 after the date of the enactment of this Act, and annually
19 thereafter, the Secretary of State, in consultation with the
20 Director of National Intelligence, shall submit to the ap21 propriate congressional committees a report that includes
22 the following:
23 (1) A list of senior Chinese Communist Party
24 officials who directed, oversaw, monitored, or were
25 otherwise complicit in the perpetration of genocide

1 and other crimes against humanity against Uyghurs
2 and other ethnic minorities in the Xinjiang Uyghur
3 Autonomous Region.
4 (2) A description of actions taken by senior
5 Chinese Communist Party officials listed under
6 paragraph (1) that resulted in their inclusion on
7 such list.
8 (b) SANCTIONS.—Not later than 180 days after the
9 date of the enactment of this Act, and annually thereafter,
10 the President shall impose the sanctions described in sec11 tion 1263(b) of the Global Magnitsky Human Rights Ac12 countability Act (22 U.S.C. 10102(b)) with respect to in13 dividuals identified under subsection (a).
14 (c) REPORT ON IMPLEMENTATION.—Not later than
15 90 days after first imposing sanctions under subsection
16 (b), the President shall submit to the appropriate congres17 sional committees a report regarding measures taken by
18 the President to implement this section.
19 (d) DEFINITIONS.—In this section:
20 (1) APPROPRIATE CONGRESSIONAL COMMIT21 TEES.—The term ‘‘appropriate congressional com22 mittees’’ means—
23 (A) the Committee on Banking, Housing,
24 and Urban Affairs, the Committee on Foreign

联合国人权事务高级专员办公室今年8月31日公布了一份备受瞩目的报告。报告在结尾措辞强硬的指责,中国当局“在更普遍地限制和剥夺个人和集体享有的基本权利的情况下,对维吾尔族和其他人进行任意拘留的程度可能构成国际罪行,特别是危害人类罪。”

To impose sanctions with respect to General Secretary Xi
Jinping and other senior officials of the Chinese Communist Party complicit in the perpetration of genocide
and other crimes against humanity against Uyghurs and
other ethnic minorities in the Xinjiang Uyghur Autonomous Region.
1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled,
3 SECTION 1. SHORT TITLE.
4 This Act may be cited as the ‘‘Sanction Xi Jinping
5 for Xinjiang Atrocities Act’’.

1 SEC. 2. FINDINGS.
2 Congress finds the following:
3 (1) The 20th National Congress of the Chinese
4 Communist Party opened on October 16, 2022,
5 bringing with it further consolidation of power by
6 General Secretary Xi Jinping, who appears deter7 mined to tighten control over those individuals
8 deemed to be enemies of the Chinese Communist
9 Party, including Uyghurs and other ethnic minori10 ties in the Xinjiang Uyghur Autonomous Region.
11 (2) The Secretary of State has found that
12 treatment by authorities of the People’s Republic of
13 China of Uyghurs and other ethnic minorities in the
14 Xinjiang Uyghur Autonomous Region constitutes
15 genocide and other crimes against humanity.
16 (3) On August 31, 2022, the Office of the
17 United Nations High Commissioner for Human
18 Rights released an assessment that found that—
19 (A) ‘‘serious human rights violations have
20 been committed’’ by authorities of the People’s
21 Republic of China against Uyghurs and other
22 ethnic minorities in the Xinjiang Uyghur Au23 tonomous Region; and
24 (B) such violations may ‘‘constitute inter25 national crimes, in particular crimes against
26 humanity’’.

1 (4) The Xinjiang Police Files published in May
2 2022 offered unprecedented insight into the human
3 rights violations perpetrated by authorities of the
4 People’s Republic of China against Uyghurs and
5 other ethnic minorities in the Xinjiang Uyghur Au6 tonomous Region, including—
7 (A) imprisonment of the elderly, young
8 mothers, and other adults considered to be a
9 threat by the Chinese Communist Party, includ10 ing individuals alleged to have engaged in for11 bidden religious activities;
12 (B) imprisonment of children as young as
13 14, some of whom were apparently instructed to
14 smile for detention photos;
15 (C) use of armed strike groups and other
16 personnel armed with clubs, batons, bayonets,
17 machine guns, assault rifles, sniper rifles, and
18 other military-grade weapons to intimidate and
19 control detainees;
20 (D) directives for police forces to ‘‘shoot
21 dead’’ detainees who fail to heed orders, includ22 ing to prevent individuals from escaping alive;
23 and
24 (E) restrictions on medical care afforded to
25 detainees.

1 (5) The Xinjiang Police Files provide further
2 evidence, including speeches by Minister of Public
3 Security Zhao Kezhi and then-Xinjiang Party Sec4 retary Chen Quanguo, that General Secretary Xi
5 Jinping directed and oversaw persecution of
6 Uyghurs and other ethnic minorities in the Xinjiang
7 Uyghur Autonomous Region, including by—
8 (A) directing Chen to travel to Xinjiang
9 and ‘‘make a stable Xinjiang arise’’;
10 (B) issuing ‘‘important instructions on
11 governing Xinjiang according to the law, uni12 fying and stabilizing Xinjiang, and building
13 Xinjiang over the long term’’; and
14 (C) ordering Xinjiang authorities to—
15 (i) ‘‘conduct de-extremification work’’,
16 including ‘‘transformation through edu17 cation’’; and
18 (ii) ‘‘implement practical measures
19 such as expanding the number of employed
20 [staff in detention facilities], enlarging the
21 capacity [of those facilities], and increasing
22 investment [in those facilities] within the
23 set time frame’’.
24 SEC. 3. SENSE OF CONGRESS.
25 It is the sense of Congress that—

1 (1) General Secretary Xi Jinping is complicit in
2 the genocide and other crimes against humanity per3 petrated against Uyghurs and other ethnic minori4 ties in the Xinjiang Uyghur Autonomous Region;
5 and
6 (2) General Secretary Xi Jinping and other
7 senior Chinese Communist Party officials should be
8 held accountable for such genocide and crimes
9 against humanity, including through the imposition
10 of sanctions.
11 SEC. 4. IMPOSITION OF SANCTIONS WITH RESPECT TO SEN12 IOR CHINESE COMMUNIST PARTY OFFICIALS
13 COMPLICIT IN XINJIANG HUMAN RIGHTS VIO14 LATIONS.
15 (a) IDENTIFICATION OF SENIOR CHINESE COM16 MUNIST PARTY OFFICIALS COMPLICIT IN XINJIANG
17 HUMAN RIGHTS VIOLATIONS.—Not later than 90 days
18 after the date of the enactment of this Act, and annually
19 thereafter, the Secretary of State, in consultation with the
20 Director of National Intelligence, shall submit to the ap21 propriate congressional committees a report that includes
22 the following:
23 (1) A list of senior Chinese Communist Party
24 officials who directed, oversaw, monitored, or were
25 otherwise complicit in the perpetration of genocide

1 and other crimes against humanity against Uyghurs
2 and other ethnic minorities in the Xinjiang Uyghur
3 Autonomous Region.
4 (2) A description of actions taken by senior
5 Chinese Communist Party officials listed under
6 paragraph (1) that resulted in their inclusion on
7 such list.
8 (b) SANCTIONS.—Not later than 180 days after the
9 date of the enactment of this Act, and annually thereafter,
10 the President shall impose the sanctions described in sec11 tion 1263(b) of the Global Magnitsky Human Rights Ac12 countability Act (22 U.S.C. 10102(b)) with respect to in13 dividuals identified under subsection (a).
14 (c) REPORT ON IMPLEMENTATION.—Not later than
15 90 days after first imposing sanctions under subsection
16 (b), the President shall submit to the appropriate congres17 sional committees a report regarding measures taken by
18 the President to implement this section.
19 (d) DEFINITIONS.—In this section:
20 (1) APPROPRIATE CONGRESSIONAL COMMIT21 TEES.—The term ‘‘appropriate congressional com22 mittees’’ means—
23 (A) the Committee on Banking, Housing,
24 and Urban Affairs, the Committee on Foreign

3 (B) the Committee on Financial Services,

9 officials’’ means—
10 (A) the General Secretary of the Party
11 Central Committee;
12 (B) members of the Political Bureau
13 Standing Committee;
14 (C) members of the Political Bureau;
15 (D) members of the Central Military Com16 mission;
17 (E) members of the Central Committee;
18 (F) members of the Central Commission
19 for Discipline Inspection; and
20 (G) members of the Secretariat.
21 SEC. 5. TERMINATION.

To impose sanctions with respect to General Secretary Xi
Jinping and other senior officials of the Chinese Communist Party complicit in the perpetration of genocide
and other crimes against humanity against Uyghurs and
other ethnic minorities in the Xinjiang Uyghur Autonomous Region.
1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled,
3 SECTION 1. SHORT TITLE.
4 This Act may be cited as the ‘‘Sanction Xi Jinping
5 for Xinjiang Atrocities Act’’.

1 SEC. 2. FINDINGS.
2 Congress finds the following:
3 (1) The 20th National Congress of the Chinese
4 Communist Party opened on October 16, 2022,
5 bringing with it further consolidation of power by
6 General Secretary Xi Jinping, who appears deter7 mined to tighten control over those individuals
8 deemed to be enemies of the Chinese Communist
9 Party, including Uyghurs and other ethnic minori10 ties in the Xinjiang Uyghur Autonomous Region.
11 (2) The Secretary of State has found that
12 treatment by authorities of the People’s Republic of
13 China of Uyghurs and other ethnic minorities in the
14 Xinjiang Uyghur Autonomous Region constitutes
15 genocide and other crimes against humanity.
16 (3) On August 31, 2022, the Office of the
17 United Nations High Commissioner for Human
18 Rights released an assessment that found that—
19 (A) ‘‘serious human rights violations have
20 been committed’’ by authorities of the People’s
21 Republic of China against Uyghurs and other
22 ethnic minorities in the Xinjiang Uyghur Au23 tonomous Region; and
24 (B) such violations may ‘‘constitute inter25 national crimes, in particular crimes against
26 humanity’’.

1 (4) The Xinjiang Police Files published in May
2 2022 offered unprecedented insight into the human
3 rights violations perpetrated by authorities of the
4 People’s Republic of China against Uyghurs and
5 other ethnic minorities in the Xinjiang Uyghur Au6 tonomous Region, including—
7 (A) imprisonment of the elderly, young
8 mothers, and other adults considered to be a
9 threat by the Chinese Communist Party, includ10 ing individuals alleged to have engaged in for11 bidden religious activities;
12 (B) imprisonment of children as young as
13 14, some of whom were apparently instructed to
14 smile for detention photos;
15 (C) use of armed strike groups and other
16 personnel armed with clubs, batons, bayonets,
17 machine guns, assault rifles, sniper rifles, and
18 other military-grade weapons to intimidate and
19 control detainees;
20 (D) directives for police forces to ‘‘shoot
21 dead’’ detainees who fail to heed orders, includ22 ing to prevent individuals from escaping alive;
23 and
24 (E) restrictions on medical care afforded to
25 detainees.

1 (5) The Xinjiang Police Files provide further
2 evidence, including speeches by Minister of Public
3 Security Zhao Kezhi and then-Xinjiang Party Sec4 retary Chen Quanguo, that General Secretary Xi
5 Jinping directed and oversaw persecution of
6 Uyghurs and other ethnic minorities in the Xinjiang
7 Uyghur Autonomous Region, including by—
8 (A) directing Chen to travel to Xinjiang
9 and ‘‘make a stable Xinjiang arise’’;
10 (B) issuing ‘‘important instructions on
11 governing Xinjiang according to the law, uni12 fying and stabilizing Xinjiang, and building
13 Xinjiang over the long term’’; and
14 (C) ordering Xinjiang authorities to—
15 (i) ‘‘conduct de-extremification work’’,
16 including ‘‘transformation through edu17 cation’’; and
18 (ii) ‘‘implement practical measures
19 such as expanding the number of employed
20 [staff in detention facilities], enlarging the
21 capacity [of those facilities], and increasing
22 investment [in those facilities] within the
23 set time frame’’.
24 SEC. 3. SENSE OF CONGRESS.
25 It is the sense of Congress that—

1 (1) General Secretary Xi Jinping is complicit in
2 the genocide and other crimes against humanity per3 petrated against Uyghurs and other ethnic minori4 ties in the Xinjiang Uyghur Autonomous Region;
5 and

7 senior Chinese Communist Party officials should be
8 held accountable for such genocide and crimes
9 against humanity, including through the imposition
10 of sanctions.

联合国人权事务高级专员办公室今年8月31日公布了一份备受瞩目的报告。报告在结尾措辞强硬的指责,中国当局“在更普遍地限制和剥夺个人和集体享有的基本权利的情况下,对维吾尔族和其他人进行任意拘留的程度可能构成国际罪行,特别是危害人类罪。”

中国政府驳斥了这一报告的内容,并称报告是“美国等少数西方国家势力一手策划的闹剧”。
